Staff Build-up. The build-up of staff has been
extremely slow. This was due to the following factors:

Restricted implementation of the War Establishment.
Slowness by Colonial Office in recruiting Civilian personnel, many have not yet been offered contracts.
Inadequate facilities for transit east of India.
